Ladies and gentlemen,

Good morning,

According to the World Health Organization, about one million people die from smoking-related diseases each year, and 100,000 deaths are a result of passive smoking. While in China, there are more than 300 million smokers, nearly a third of all the smokers in the world. What horrifying figures! In view of this, the Chinese government recently announced a range of nationwide measures to try to curb the population's smoking habits. For example, rules come into force in such cites as Bejing and Shanghai which prohibit smoking in all the indoor public spaces, workplaces and on public transport. The government has raised tobacco tax from 5% to 11%, and restrictions on advertising will come into force soon.

Now, e-cigarettes have been touted as a safer alternative to smoking traditional cigarettes. Is this true?


What are e-cigarettes?

Heated tobacco products (HTPs) are a particular type of e-cigarette. They are tobacco products that produce aerosols containing highly addictive substances such as nicotine, as well as toxic chemicals upon the tobacco being heated.


Aerosols can also be created by another kind of e-cigarette, electronic nicotine delivery systems (ENDS), through which liquid containing nicotine and other toxic chemicals can be inhaled after vaporization. The flavors used in e-cigarettes damage blood vessel cells and such impacts increase heart disease risk, according to a new study. Beyond the flavors’ health impacts, the researchers also found the amounts of nicotine in the blood of both e-cigarette users and traditional smokers were the same after 10 minutes of smoking.

Unfortunately, e-cigarette sales have been rocketing in recent years, especially among young people. E-cigarettes can easily lure youngsters and turn them into users of traditional tobacco later.

According to data from the Food and Drug Administration (FDA), in American high schools, nearly one in every five students has tried e-cigarettes and 3.6 million US middle- and high-school students are now using e-cigarettes---a striking number.

  On the other side of the Pacific Ocean, e-cigarettes are also enjoying the same popularity in China. About 0.9 percent of people in China were e-cigarette users last year, according to a survey released by the Chinese Center for Disease Control and

Prevention. The number of e-cigarette users in China who are 15 years or older is estimated at 10 million.

Ladies and gentlemen, the seventh“WHO report on the global tobacco epidemic”considered electronic cigarettes (e-cigarettes) and heated tobacco products are undoubtedly harmful and should be regulated, urging smokers and governments not to trust claims from cigarette firms about their latest products. It is necessary to intensify supervision over e-cigarettes. China is planning to establish legislation to supervise electronic cigarettes as part of overall tobacco control efforts as use of the products increases among the youth.
